The Osaka Integrated Resort (IR) project, which is set to alter the landscape of the international casino industry, has reached a critical turning point as of August 2026. Osaka City officials stated that site preparation on Yumeshima is nearing completion, and they are finalizing the permit process for full-scale construction next year. The project goes beyond merely hosting a casino; it centers on creating a large-scale integrated tourism complex that includes international conference centers, hotels, and museums.
Infrastructure and Investment Plans
The Osaka IR project is currently backed by a consortium led by MGM Resorts International and Orix, with an investment of approximately 1.27 trillion yen. Recently, Osaka authorities announced a detailed roadmap aiming to attract over 20 million visitors annually by its 2030 opening. In accordance with Japan's casino regulations, which strictly limit casino floor space to within 3% of the total facility area, the developers are focusing heavily on expanding non-gaming content.
